Inform user when compliance framework report filtered results have changed

  @nrosandich @cam.x While I think this do not require UX approval cause there are no visible changes (except adding expected behavior**) I have a question related to video in MR, which might worth a follow-up

  WDYT from UX perspective: when I have list filtered by Framework = Demo2 and change framework of some project to Demo1 (so it doesn't match filter anymore) should it stay in the list as it is working now and can be seen in the video

  From one point of view, having in the list project which no more matches filters is confusing, but from the other - without that (especially if user winks when toast appears) user will struggle to have proper visual confirmation that action was applied

  @cam.x I couldn't find proper guidelines for this one also on https://design.gitlab.com so might worth having a gitlab-wide decision here also 😄
