Allow ordering pipeline list by time started

Problem to solve

Debugging pipeline failures from the pipelines index page is confusing and hard to use because if there are many branches and many pipelines users cannot find the relevant pipeline failure they are looking for unless they have pipeline ID, branch name, or other identifying information.

To quickly identify pipelines that are still running and require attention, and to compare performances of pipelines, a way to filter them by time started would be helpful.

Proposal

1. Add a feature to order by time started.
2. Replace finished at time in the table with started at and also show that for running pipelines.
