Improve the variables table layout to clearly represent the visual hierarchy

Problem to solve
We show two separate tables on the Project settings >> CI/CD >> Variables
page for project and group level variables. In #222367 (closed) we're working on providing a standard treatment to the two tables, but there's still no need to have both.

User experience goal
Users shouldn't have to calculate or decipher the hierarchy of variables by looking at multiple places. It should be clearly laid out in a simple format.

Is this a cross-stage feature?
What is the competitive advantage or differentiation for this feature?
Having a single view where users could come to see and understand the hierarchy of all the variables that are available to a project will be beneficial as other products do not make it available it for variables today.
