Add Multi-Page Selector to Top of Page

Proposal

Proposal to have the multi-page selector, presently found only at the bottom of the page, placed also at the top of the page, in parallel with the "Changes xx" text (at left), centered on the page.

At present, if one has a large commit with multiple pages and want to switch to another page to view a specific file, one has to scroll down to the page bottom to select the page number. This is a minor nuisance but one dealt with often in a large project.

The feature addition should be quite straightforward and quick to implement. The code creating the bottom one can be duplicated to create the second one.
