Allow new Administrators to create groups by default

Proposal

New Administrators created on self managed instances cannot create groups if Settings > General > Account & Limit > User restrictions > Allow new users to create top-level groups is disabled. A user has requested that Adminstrators can still create groups by default even if this setting has been applied.

One suggested change could be to check Can create group when Administrator is selected in new user creation:
