Unable to view projects pending deletion from subgroup

Summary

Projects pending deletion from subgroups are not listed on the Pending Deletion tab without Admin access. However projects deleted from the top-level group are visible. Our documentation confirms that projects associated with a premium or ultimate license should be viewable on the Pending Deletion tab.

Steps to reproduce

1. Ensure that Delayed Project Deletion is enabled
2. Delete a project associated with a paid license from a subgroup
3. On GitLab, select Main menu > Projects > View all projects
4. Select the Pending deletion tab
5. Confirm that the recently deleted project is not listed
