Policy Rule UX: Create base_rule_component for scan result policies

Scan execution policy has ee/security_orchestration/components/policy_editor/scan_execution_policy/base_rule_component.vue as a basis component with flex column layout delete button and label.

Having this component as a wrapper make layout consistent and responsive.

Same should be implemented for scan result policies
