Labels created from the Admin Area are available to groups

Customers using Gitlab Self Managed can create labels from the Admin Area . These labels are automatically available to all new projects in the instance. However these labels are not available at the group level, only at the project level. The proposal is to make labels created for the entire instance from the Admin Area available to both groups and projects.
