Remove references to the `incident_event_tags` flag from code

Purpose of this issue: Clean up the incident_event_tags flag code.

The feature has been set as default-on for both GitLab.com and self-managed instances. The feature flag may now be removed.

This is part of the Incident Event Tags feature rollout, see #387647 (closed) for more detail.
