🎨 Design: Organization administration of items not managed by any organization

Summary

Currently, there is an admin view that allows for the management of the entire instance. As we move to organizations much of that administration will move into the organizations. But there will still be the need for administration for things that are not administered by any organization. This issue is to determine and design that administration.

Things that may need to be accounted for (WIP):

• Users not in any organization
• Hardware settings
