GitLab Workspaces Proxy - Handle workspaces states

Irrespective of the state of the workspace, gitlab-workspaces-proxy always send request to the backend. If the proxy if aware of the workspace state, it can show custom error pages

e.g. If a workspace is Stopped, instead of 404

@shekharpatnaik - I think we can move this to Viable? Do we need this in the Workspace MVC(internal dogfoodding)? This feels like a UX improvement and is not strictly needed for an initial release. WDYT?
