Workspaces: Implement Auth Proxy for solution without DWO dependency

Problem

Now that the DWO dependency has been removed, the auth proxy code needs to be updated so that we discover workspace targets created by the agent.

• Get changes from Remote Dev Branch locally
• Add code to rails to add domain labels to the service
• Add code to the gem to remove ingress if the ingress class is none
• Update informer in the auth proxy to use new labels
