[VSA] Add feature tests for premium project VSA

Test Plan

Introduction

As part of the implementation of #382496 (closed) we should ensure we have updated tests for the new project VSA capabilities for GitLab Premium projects

• Feature tests for GitLab Premium project VSA
• Jest test for GitLab Premium project VSA
• QA tests for GitLab Premium project VSA - moved to #408773

Currently the EE tests are focused around group level VSA but with Use group VSA app for licensed projects (!114056 - merged) we should focus on project GitLab Premium and split out the group specific:

• GitLab Ultimate vs GitLab Premium differences should be separated
• group level features should be separated
• refactor the UI checks

Feature availability

Caveats:

• FOSS VSA is only available at the project level
• EE VSA is available at both the project or group level
• The Tasks by type chart is currently not supported at the project level on any tier
• DORA metrics are available only on GitLab Ultimate
