Tags page: explain how they connect to releases

    In Tags: strengthen concept area, bring in creatio... (!113162 - merged) I'm trying to build out a tags page. I asked a question of @rdickenson about how tags and releases work together. His response:

    The relationship between tags and releases is a little more complicated. You can create a tag, and subsequently create a release, based on that tag. You can also create a release and, as part of that task, create a tag.

    Rather than hold up the other improvements to https://docs.gitlab.com/ee/user/project/repository/tags/ I'm routing this question to a follow-up. I'm not sure if the correct answer is a cross-link or a new subheading on this page. Russell will know; I don't.
