Wrong element is used for dropdown button

Problem

Wrong element	Correct element
In the settings page, when there is no framework yet, the dropdown for adding a framework uses the wrong element; the wrong element has wrong visual styles and micro-actions. It should use a dropdown.	This "Template to append to all Service Desk issues" also in settings area use the correct element, please use this as reference
