Support Automatic Reuse Detection within the token rotation API

As part of Spike - Token rotation (#387606 - closed) the MVC implementation of the endpoints was also completed that allows to rotate new tokens. This issue is to complete the MR with appropriate docs and add token resue detection for the tokens types that can be renewed.

Availability & Testing

Add test that enforces a duplicate token/reuse scenario and ensure the reuse detection mechanism kicks in.
