Define & document CODEOWNERS syntax rules

Clearly define the syntactical rules for CODEOWNERS, in a structured format similar to the gitlab-ci.yaml file and document it in the developer guides.

We have some rules described in the documentation, and also an example "kitchen sink" file. We can break this file down into more concise examples.
