Improve UX of diagrams using diagrams.net editor

Proposal
In Support diagrams.net editor in the Content Editor (!112569 - merged) and a related MR, the option of creating and editing diagrams using the diagrams.net editor was added to the GitLab wiki functionality. This feature is available by using a toolbar button on the wiki editing toolbar. This button is labeled "Insert or edit diagram". If the cursor is in a diagram reference, selecting the "Insert or edit diagram" button edits that diagram, otherwise it inserts a diagram. When the user selects that button, they don't know intuitively what action will result.
I think it would be best if the button's label changed according to what action would result - a diagram being added or inserted.
