Test Cases cannot be used if Issues are disabled in a project

Problem to solve

At the moment, Test Case is a type of issue, so it will not work if issues are disabled in project's settings. It might be inconvenient for customers that do not use issues. For instance, if they rely on a third-party integration for managing issues (Jira, etc).

Proposal

Consider making Test Cases work without relying on issues.

This proposal has been reported based on the Ultimate customer's feedback from internal ZD ticket.
