Remove pipeline timout upper limit

Currently, GitLab Direct transfer limits in 90 minutes how long a pipeline can run. This is problematic as it limits the size of projects that can be imported.

Removing the limit or replacing it with better logic is desirable, as it would allow larger projects to be imported
