Inconsistent help icons

What is the current bug behavior?

on the merge request page, there are at least 5 similar but slightly different icons for "help" / "more information":

I don't understand why some icons are filled and some are not, nor why some are grey and some are blue. Neither do I understand why shortcuts has a question mark icon. Are they really that questionable?

What is the expected correct behavior?

more consistency
