Present the buttons for streaming the Blame view as an alternative to pagination

Proposal

In !110208 (merged) introduced the ability to stream the contents of the Blame view for a faster single page view of the blame file. Previous to this we had pagination and had a button that loaded the entire blame file #369858 (closed).

Current	A: Add label	B: Primary action view blame	C: Streaming is default

If streaming of the Blame view becomes the default behaviour and pagination is removed then this issue can be closed.
