What

Allow SCIM API to be accessed with a different token to the identity provider.

This might be by allowing creation/revocation of multiple ScimOauthAccessTokens, or by allowing read-only access to the SCIM API with a different token.

Why

Allow manual use of SCIM API concurrent to use by the Identity Provider. Reduce risk by allowing read-only tokens
