Auditor role can not create Issue in Public project

Hello the team,

A user with Auditor role can not create Issue in a public project that he isn't in.

When disable Auditor role, it's OK. It should be an issue in the auditor permissions.

gitlab version

gitlab-ee-15.7.6 on premise

Can not create issue in any public projects he isn't in as member:

When change the same user to Regular:

He can create the Issue:

Auditor role must be able to create an Issue like regular users.
