Docker container expiration policy, settings ui improvements

The purpose of this issue is to extend the work implemented in the MR: !21240 (merged) by:

• pre-fill empty dropdowns with the first value in the options !22112 (merged)
• disable dropdown and text-area if the policy is set to 'off' !22112 (merged)
• evaluate if we really have the wildcards documentation:
  • if yes add the correct link
  • if no remove the link
• Add select all tags link !22969 (merged)
• Clarify or change Expiration latest !22969 (merged)
• [-] Fix styling issue or open relative UX debt issue
