Allow for soft-deletion of pipelines through Web UI

Problem to solve

!21365 (merged) will implement a button to delete pipelines through the web UI. This will be an action that cannot be undone. We currently offer the user this information through the modal, but we might want to make the user able to revert after having deleted their pipeline.
