GarphQL: Add/Expose Timelogs against Projects

    @egrieff I agree, it does look a bit weird having these abilities defined in the project policy.

    The reason I asked was to enable this feature to be used for projects that are not in a group, but in a personal namespace that has the feature available. For this I think we would be exposing the timelogs field on ProjectType as well.

    But let's move that out to a separate issue, what do you think? I'll merge this as is, please create that issue if you think it makes sense.
