Allow marking blocks of lines as "Viewed"

Proposal

Currently when doing a code review, we can mark an entire file as "Viewed" which hides it from the code review. If the file changes from a future commit, it is automatically "un-viewed". This feature is great, but not as useful for very large files. It would be great if we could select multiple lines of the file and mark those lines as "Viewed".
