Generic Alerts Endpoint has empty template in Admin Area

Summary

Generic Alerts Endpoint can currently only be set at the project level, however it appears in the list of service templates available instance-wide in the Admin Area. When clicked it leads to a page with an empty form.

Steps to reproduce

  1. Set up and run gdk
  2. Log in as the admin user
  3. Go to the 'Admin Area' and click Service Templates
  4. The first template is Alerts endpoint, click through to it

What is the current bug behavior?

Previously the template created an exception when clicked into, that is fixed in !20938 (merged). Now there's an empty form with no explanation of the feature.

What is the expected correct behavior?

Either the page should explain the feature, allow the user to set up generic alerts, selecting from a list of projects, or simply not appear in the Admin Area at all.

Possible fixes

An example of a solution to the latter is in af3c1951 and could be cherry-picked.
