Incorporate `Locked Files` into the Repository Page

Proposal

At the moment, Locked files is it's own menu item under Repository.

To reduce the number of menu items on the left sidebar, we have identified that Locked files could be positioned elsewhere directly in page. For example it could be displayed on the Repository page.
