New navigation submenu for 'Model experiments' under 'Package registries'

Addition:
'Model experiments' submenu under 'Package Registries', navigating to incubating feature 'Model experiments'
Rationality: There's no navigation for the Model experiments. Ideally that would be under a "ML & AI" or "MLOps" menu, but it is not worth to add a menu just for this incubation feature. It does relate to packages, as it is essentially a ML metadata registry for model artifacts.
Model experiments tracking is being developed by Incubation Engineering - MLOps, and it is currently behind a feature flag. The current version is to be released to a subset of customers on a closed beta.

Engage the Foundations Product Manager for approval. The Foundations DRI will work with UX partners in product design, research, and technical writing, as applicable. -
Engage the Foundations team to ensure your proposal is in alignment with holistic changes happening to the left side bar. -
Consider whether you need to communicate the change somehow, or if you will have an interim period in the UI where your nav item will live in more than one place.
