Backend: Enable the use of inputs in CI configurations

Problem

We need to hook together the pieces from #391322 (closed), #391327 (closed), and #391328 (closed) so that users can provide inputs to their included CI templates.

Proposal

Add support for with inputs interpolation to all CI includable files.
