Add warning dialog when disabling shared runners at a group with subgroups/projects in it

Problem to solve
There have been a handful of issues created about the fact that disabling shared runners for a group (imagine this group has subgroups and projects) does not support the same functionality when enabled again. When disabling, the shared runners are disabled for:
- Top group A
- Sub group A
- Project A
- Project B
- Sub group B
- Project A1
- Project B1
- Sub group A
But, if you choose to enable shared runners at Top group A after disabling, they are enabled for:
- Top group A
The same "tree" functionality does not occur when enabling again. This was designed to work this way, but it has caused users thinking this is a bug. Related to: #390195 (closed).
Intended users
User experience goal
The user should be able to enable and disable a setting with the same functionality.
Proposal
We should work to apply the setting to all children, no matter if it is enabling or disabling runners.
In the meantime, while we get there, we should include a confirmation dialog when disabling shared runners for a group with subgroups and projects in it that includes information that you won't be able to enable runners for the group's children.
