License Compliance - Clean up error state.
Due to !18934 (comment 257649323):
The question arose as to what the error state should look like in two scenarios.
1.) Initial Page load
2.) Errors that happen after table data has been loaded in license compliance. (Do we show an empty state in the row? Or do we not show the table at all with a error empty state)
