Deprecate current Secure analyzers major version to prepare for next Major release in 16.0

Proposal

Like we did last year, in order to reduce backwards compatibility and give us more flexibility, we bump the analyzer versions to the next major.

This also allows analyzers to output security reports complying with the version 15-x-x of the Security report schema by default.
