Add the user tracking for deploy tokens
Problem
Deploy tokens are not linked to Users.
We found this while implementing the processing of webhook notifications for tag delete and create events.
What
In Container Registry GMAU: Track usage (&8213) we are proposing to add user-level data for the GitLab Container Registry actions. This issue is to investigate and propose an implementation plan to track user for deploying tokens
