Allow disabling New Snippets for Enterprise users

Proposal

Currently, there isn't a way to disable the "New Snippet" button in the top right for users in a group. This can lead to potential sensitive information showing up in Google search results if a user creates the snippet against their user account and set them public.

This proposal is to add an additional control in Enterprise Users allowing the disable of "New Snippet"
