[Spike] Frontend of work items at the group level

During the last spike, it was determined that to properly move work items, we will need to add work items in groups. This is also a requirement of moving epics to work items.

@acroitor has a branch that includes a PoC that moves backend checks for project ids to namespace id. Using that branch, we'll want to create a work item in a group, on the frontend.

By the end of the spike, we'll want to have a list of tasks that will be needed to build production ready code, broken into iterative MVCs.
