UX: Approve all pending members confirmation dialog wording

Problem

This is the current dialog for approving all pending members:

This breaks our guidelines by asking the user if they are sure about their action.

Proposal

If there is a user cap set:

• Title: Approve N pending members
• Body: Approved members will use an additional N seats in your subscription, which may override your user cap.

If there isn't a user cap set:

• Title: Approve N pending members
• Body: Approved members will use an additional N seats in your subscription.
