Cells: Iteration 2: Make `namespaces` to be `gitlab_main_cell`

Problem

We need to classify users and namespaces in order to implement workflow: user can create a group on cell 2.

Change

• We introduce gitlab_main_cell.
• We configure users to be gitlab_main_cluster and namespaces to be gitlab_main_cell.
