Notes in epics missing options dropdown
When visiting this epic &6127 (comment 1259840582), the note dropdown (for options like "copy link") does not appear. (also appears in other epics like &9525 (comment 1249856837))
In the inspector, I did not see any console errors, and here is the HTML:

What I'd expect
Issues and MRs have a full list of options for notes - here's a list for a non-maintainer user:
Workaround
To copy a link, right-click on the note's date and select "copy link".
