Migrate default_theme settings to application settings

Follow up from !109496 (comment 1257713144) where Syntax highlighting theme was added to application settings. Originally default_theme was added to gitlab.yml which now isn't the correct place to persist this and should also be moved to application settings for consistency. See guidance here
