Alert Only groups enrolled in quarterly subscription reconciliation about True-Up

Proposal
Customer INTERNAL ONLY ticket requests to update the license information (seats/true-ups) alerts only to groups enrolled in quarterly subscription reconciliation.
Customer states that all users, who are able to create a group, are seeing the alert even though they are not part of the company's billing or license purchase/renewal.
Similar to what was proposed for SAAS in This Closed Issue
Also similar to a Self-managed Closed Issue however this does not mention to only notify specific users. → Only groups enrolled in quarterly subscription reconciliation.
From the above examples, it seems we have corrected this for SAAS but I don't see this in place for Self-Managed.
