Gitlab.com, Bitbucket, Repository by URL, and Manifest, not importing merge requests and issues

While manually testing Gitlab.com and BitBucket importers, along with Repository by URL and Manifest importers, I noticed that while projects imported successfully, their issues and MRs did not. We should investigate whether this is expected, was due to a username mismatch, or if there is a bug causing this.
