Add absolute date to Instance setting

Proposal

At the moment, users can update their Time Preferences to Absolute times. There doesn't seen to be a way for an Admin to set Absolute times as the organization's default time preference. This proposal is for Admins to have the instance setting to set Absolute times as the organization's default time preference.
