Preserve uncommitted changes from the Web IDE in local storage

Problem to solve

It's relatively easy to close the Web IDE and lose your changes. If the browser crashes or you accidentally click the wrong button, you could lose a significant amount of work

Proposal

Persist un-committed changes made from the Web IDE to local browser storage and suggest restoring state when the Web IDE launches and temporary data is present.
