Remove omniauth-shibboleth gem dependency

Follow-up to #386979 (closed).

Integration with Shibboleth is recommended via omniauth-saml. omniauth-shibboleth is deprecated since GitLab 10: be267a05. Doc describing the integration was completely removed in !64984 (merged) in %14.1.

The gem dependency should also be removed from the codebase.
