CI/CD minutes usage doesn't show up for January 2023

Steps to reproduce

  1. Navigate to the a GitLab group
  2. Choose Settings > Usage Quotas
  3. Switch to the Pipelines tab

What is the current bug behavior?

  1. The year drop down in the "Usage by month" chart does not include 2023, even though 2023 data is represented.
  2. Both drop downs in "Usage by project" are empty and the chart is blank.

What is the expected correct behavior?

The drop downs show options for 2023 and January. The charts populate.

Proposal

In file ee/app/assets/javascripts/usage_quotas/pipelines/utils.js there is a getUsageDataByYear function that takes the GraphQL data. Year 2023 is there but it is not returned. Other problems may exist but this seems to be the first root problem.
