Pods: Iteration 1: Introduce `gitlab_main_clusterwide` and attach `application_settings`

By introducing the gitlab_main_clusterwide we want to put application_settings in it's own schema to discover all foreign keys, cross-modifications and cross-joins between tables. Those could be then fixed.
