Change "Allowed to push" to "Allowed to push and merge"

Proposal

To avoid this confusion, add a hint to the UI that communicates what is documented here: Setting a role, group or user as Allowed to push also allows those users to merge.

UPDATE as a result of discussion of a few team members we decided to go with changing labels from Allowed to push => to Allowed to push and merge
